Premier Barry O’Farrell was joined by Prime Minister Tony Abbott and Deputy Prime Minister Warren Truss for the announcement of details of Australia’s biggest infrastructure project.
Roads Minister Duncan Gay said an application for an environmental assessment of stage one was lodged today with the Department of Planning and Infrastructure.
Stage one will include widening the M4 motorway to four lanes in each direction from Church Street, Parramatta, to Homebush Bay Drive, Homebush and extending the M4 via twin, three-lane tunnels under the Parramatta Road corridor to Parramatta Road and City West Link, Haberfield.
This work is expected to cost up to $3.6 billion and be designed and constructed from 2015 to 2019.
Stage two will be an M5 East Airport Link, from Beverly Hills to St Peters, costing up to $3.8 billion, and due for design and construction from 2016 to 2020.
The final stage will be an extension of M4 South from Haberfield to St Peters, costing up to $4.1 billion, with planning scheduled from 2015 to 2018 and design and construction from 2018 to 2023.
Motorists will pay the bulk of the cost through distance-based tolls.
The average toll on the first stage is expected to be $3.
