Hurstville Ward has gone to Labor after Saturday's by-election, with ALP candidate Brent Thomas winning about 58 per cent of the vote counted so far.
Mr Thomas said the exceptionally strong Labor vote was similar to 2003 and 2007 levels.
''There was up to a 26 per cent swing to Labor,'' Mr Thomas said.
The Liberal's Tim Feng received 30 per cent, Greens candidate Paul Gage, 6.4 per cent and independent Frank Wong, 5.5.
The count is continuing.
