Nearby residents have been waiting since last Christmas for the problem-plagued development to be completed.
Owner and developer, Romanous Developments, had struck several problems — such as litigation instigated by Hurstville Council — since starting work on the project two years ago.
The council took action against the company for unauthorised work and contaminated landfill which included asbestos.
Although the court proceeding did not prevent the developer from completing and opening the new building, it added to cash flow problems and the issuing of necessary building certificates.
The company’s project manager Danny Romanous said there was relief all around that the last occupation certificate had been issued and that the shops could open finally.
He said the problem with the council had been solved through mediation and the company was in the process of finishing the remediation work.
When fully functioning, the building will contain seven shops including a gym, a liquor store, cafe, juice bar and a pharmacy.
Woolworths will be open 7am to 10pm, Monday to Sunday.
