The state government has sacked Rockdale Council as the project manager of the promised pedestrian tunnel under the railway line at Arncliffe.
Transport for NSW will undertake the project.
Announcing the move at Al Zahra College today, Roads Minister Duncay Gay said, "I am sick of waiting. It has been three years and we have got nowhere".
Mr Gay said the underpass would be built adjacent to the college, on the northern side of the Allen Street road underpass.
He said work would start early next year but he could not say when it would be finished.
A promise to build the new crossing helped Liberal John Flowers to be elected in 2011.
The council has been asked for comment.
