The Baird government, if re-elected, will allow all shops to trade on Boxing Day.
Under present laws, only shops in the Sydney CBD, Broadway, Moore Park and Bondi Junction are permitted to open.
Treasurer Andrew Constance said the present restrictions were "archaic" and the Coalition would create "a level playing field".
“The Baird Government is determined to modernise retail trading laws to provide more choice for retailers, employees and consumers,” He said.
“The NSW retail sector is one of the largest employers and trainers of young people entering the workforce. We want to unleash the potential for this industry to grow, not to keep it tied down.
“Our current laws punish consumers, employees and retailers because of where they shop and choose to do business."
Mr Constance said people could shop online 24 hours a day, 7 days a week.
Employees would not be forced to work on Boxing Day, he said
The provision in the present laws that allowed employees in the designated trading zones a free choice would be maintained when the legislation was re-written.
Mr Constance said Good Friday, Easter Sunday, Anzac Day (until 1pm) and Christmas Day would remain restricted trading days.
