Cat catching fiasco

I am writing to express my concern at the way Rockdale Council has handled my request for help in catching a kitten that has ended up living under my neighbour's driveway slab but only accessible from my side of the fence.
The animal officer called to say that they don't trap or collect stray cats and I should not feed it and shoo it away.
So all that does is send the problem somewhere else, for the kitten to end up on the road or starving to death.
After saying I wasn't happy it was suggested I contact the Sydney Dog and Cat home at Carlton and it might be able to provide a trap cage.
The home said I was given the wrong information: it didn't provide trap cages.
I rang my vet who also couldn't help and suggested Kennard's Hire might have cages. I looked up the council's website re stray cats which says contact the St George Animal Rescue person.
I call that number but he can be contracted only by the council.
I emailed the council and got onto the person who said they don't provide trap cages and the rescue person can only provide instruction. He suggested I call the Animal Welfare League as it was their job to do this. I queried their website information and was told he would have to get that checked as the mention of trap cages was for dogs.
I explained it was clearly under the "Stray Cat" section. I asked if he would get back to me and he said no, the matter was closed as far as the council was concerned and it was over to the Animal Welfare League to handle.
The League said it wasn't its job to catch stray cats — it was the council's.
What would it cost to allow the animal rescue person to do this and save this beautiful little kitten?
