The Suns, impressive since Paul Reid took over as player-coach, finished the game with nine men after Nicholas Petrillo and then captain Askin Oygur were sent off.
Shu Sasaki scored the only goal of the game inside the opening five minutes to see Rockdale remain without a league win at the Ilinden Sports Centre so far this season.
Rockdale had by far the greater share of possession but were unable to turn their dominance into goals.
There was better news for Sutherland who kept in touch with the National Premier Leagues NSW Men's 1 top five after the Sharks came from a goal down to beat Sydney United 58 3-1 at Seymour Shaw Park.
Mitchell Stamatellis put the visitors in front before goals to Alex Jovovic, Sean O'Connell and Jacob Tratt sealed a valuable win for Sutherland.
Sutherland remain sixth, five points behind Sydney United 58; Rockdale slide to 10th.
