Dr Macarthur has been active in health-system reform in the South Western Sydney Local Health District since before 2000, and is co-chair of its electronic medical records clinical reference group.
He was medical superintendent at Sutherland Hospital between 1984 and 1990, and general manager of Liverpool Health Service between 1991 and 2000.
"I am very grateful for the honour and for the recognition," he said.
Dr MacArthur said helping Liverpool Hospital develop from being a district hospital in the 1990s to a teaching hospital was a career highlight.
"There are lots of things that have gone very well here."
Dr MacArthur has also worked at St George and Canterbury hospitals during his long, distinguished career.
