Rationale
The rationale for the decision was wanting in a number of respects and ‘‘we empathise with stakeholders’ frustration in regard to ascertaining the impetus for and the reasons behind [it]’’.
Minister
The minister and department heads gave ‘‘what appeared to be evasive responses’’ about the genesis of the proposal.
Motivation
Their inability to provide sufficient evidence to support the decision meant concerns about ulterior motives could not be dismissed.
Studies
There was no comprehensive economic appraisal beforehand, in direct conflict with government policy. A three-page cost-benefit analysis produced at the inquiry lacked detail to be meaningful, was unprofessional, rushed and created only to forestall questions.
Consultation
No consultation whatsoever was carried out beforehand, which was surprising for a new minister expected to make major decisions cautiously and seek advice. There was no evidence a decision needed to be made urgently.Marine science
Although other Fisheries offices at Port Stephens and Mosman had excellent facilities, the committee was not convinced they could replicate the research carried out at Cronulla, which strong evidence showed was ‘‘unique’’. The decision, which overlooked or ignored the research value of the centre to the local, national and international community, had attracted international attention and criticism.
Heritage
The site contained Aboriginal middens and as the first marine science institution in Australia, it was important ‘‘this unique piece of NSW history is preserved’’. Although the minister had indicated there were no plans to sell the site, she would not guarantee this and the terms of reference for the consultant reporting on its future use did not rule out a sale. The important work done from the centre by the Fishcare Volunteer Program in running school holiday activities and working with people with disabilities, should not be lost.
