Caltex has applied for approval to construct and operate an on-site containment cell for asbestos contaminated soils around old refinery pipework being demolished at its Kurnell site.
Strict asbestos management conditions were imposed when the Planning Assessment Commission approved demolition and removal of redundant infrastructure in 2015.
The proposal for an on-site containment cell requires the approval to be modified.
The Department of Planning and Environment has placed the proposal on exhibition for public comment.
A statement of environmental effects said asbestos contaminated soils [ACSs) were a potential health and safety risk for those working on parts of the site.
An on-site containment cell was favoured over two other options, which were covering pipeways with concrete or removing the soils from site.
The statement said removal from the site would involve about 1640 truck and dog movements on the local road network.
“The site continues to be managed and is staffed by up to 150 people on a daily basis,” the statement said.
“If constructed, the cell would be managed as part of the wider operation at the site and would not be abandoned.
The environmental statement said the 11,398 square metre area where the cell would be located was 268 metres from Kamay Botany Bay National Park and 931 metres from homes.
