Perhaps a low budget solution would be to re-use the Sydney Monorail System, with of course the requisite tweaking of the functionality by Dr Who (and the Time Lords) sci-fi TARDIS technology in order to sustain either warped-speed or hypo-drive velocity.
Better still; just get rid of Canberra and the pollies!
