The South Village development at Kirrawee will have more shops but no childcare centre.
Amended plans include the deletion of the proposed 90-place childcare centre in the shopping village, which is due to open in August, 2018.
The number of shops and other commercial tenancies are increased from 19 to 27.
Sutherland Shire Council has recommended approval of the revised plans.
Sydney South Planning Panel will hold a public meeting on December 13 to hear final submissions before making a decision.
The panel met in September to consider proposed modifications to the originally approved concept plan for the development on the former brick pit site.
The council recommended the changes not be approved.
The panel deferred a decision to allow more talks between the applicant and council about the gross floor area being greater than originally approved and matters associated with the childcare centre.
Council issues with the childcare centre included parking and set-down and drop-off arrangements as well as noise and ventilation issues associated with an outdoor play area.
The applicant subsequently withdrew the application for the childcare centre and added a large colonnade area between shops to offset the exceedance of the gross floor area.
The shopping centre will include Coles and Aldi as well as a Coles on-line distribution centre.
