Bayside Council is going back to the market to tender for the design of a synthetic field and flood mitigation works at Arncliffe Park.
The council invited open tenders for the works in January but received only one tender submission.
The tender submitted by Cardno NSW Pty Ltd was comprehensive, a council report said,but it was difficult for the evaluation panel to determine its competitiveness as no cost comparison was available with other tenders.
The council report said it appears the wide scope of the tender may have caused the lack of submissions.
Arncliffe Park is in a floodway and special consideration needs to be given to the design of the synthetic field to ensure the development does not increase flooding to the field or adjoining properties.
This could require either the diversion of flood waters around or below the field or a combination of both, according the council report.
The scope of the tender required hydraulic modellings, civil design, planning, and quantity surveying.
The council has decided to break the project into three tender stages: modelling, design and construction.
The first stage could be completed by May, 2018, and the second stage including detailed design and lodging of the development application is expected to be completed by August, 2018.
Tenders for the construction phase would be invited immediately on the DA being approved. Construction is expected to take seven months.
