A humble 1960s red-brick block of flats in Kogarah could soon join its next door neighbour to be redeveloped as a $27 million 11-storey high-rise.
A development application currently before Georges River Council calls for the demolition of two blocks of flats at 31 and 33 Gladstone Street, Kogarah and the amalgamation of both sites to build the high-rise with 78 units.
The combined 1614 square-metre site is surrounded by a mix of three to four storey apartments blocks and is located in a R4 High Density Residential zone within the Kogarah North Precinct.
The proposed development will have a height of 35 metres, exceeding the maximum height limit for the area by two-metres.
The site is affected by the Sydney Airport Obstacle Limitation Surface (OLS) and will have to be referred to the Civil Aviation Authority and Air Services Australia for assessment.
The OLS is defined by international specifications and defines the airspace surrounding an airport that must be protected from obstacles to ensure aircraft flying in good weather during the initial and final stages of flight, or in the vicinity of the airport, can do so safely.
The developer consulted with Sydney Airport Corporate administration who indicated that developments of up to 58m would be acceptable but the DA would still need to be assessed and approved by CASA and Air Services Australia.
The plans include a rooftop communal open space.
The proposal includes 15 one-bedroom and 62 two-bedroom units and one three-bedroom unit and will havefour levels of basement parking.
The DA’s Statement of Environmental Effects said the proposed development “responds to the future desired future character of the Kogarah North Precinct” which has been upzoned for high density, high-rise development.
The Precinct is situated at the northern tip of the Georges River Local Government Area boundary which covers an area of 75,688 square metres, bounded by the Illawarra rail line, Harrow Road, the Princes Highway, Bank Lane and Gladstone Street.
Recent approvals for the area include 70 - 78 Regent Street for an 11-storey building immediately adjoining the site to the west, and an application at 21-35 Princes Highway to the east of the site for a 10 storey building with a height of 35.5m
Other applications have included a 10-storey 36m high residential flat building at 2-10 Stanley Street; a 13 to 15 storey building at 71-79 Regent Street; a 12-storey building at 58-68 Regent Street; a 10-storey building at 11 Stanley Street and 28-36 Victoria Street; and an 11 storey building at 12-24 Stanley Street.
