The transformation of the low-rise Carlton shopping strip has begun with approval for a six-storey, 23-unit development.
The proposed $8.4 million development by Abworks will provide a catalyst for the area’s growth and change, according to the accompanying Statement of Environmental Effects.
The development at 324-330 Railway Parade, opposite Carlton railway station, will include two levels of basement parking for 27 cars, an 70 square-metre ground floor retail tenancy and a 188sqm rooftop landscaped communal open space area.
The surrounding area is a mix of retail and residential flats of two to three storeys.
The area was up-zoned to B2 Local Centre under the Kogarah LEP 2012 which has a maximum height of 21-metres.
The proposal will “sit well and contribute in a positive manner to the quality and identity of the precinct and its future character,” the Statement of Environmental Effects said.
“The precinct will continue in a transitional phase for some time with this development providing a catalyst for the area’s growth and change.
“The proposal is designed to enhance the ongoing redevelopment and vitality of the surrounding area by the provision of a modern development containing a variety of unit layouts with improved on-site communal open space, private recreational spaces per unit and improved amenity incorporating water and district views.”
The SEF concluded that the proposal was in the public interest as offers small-scale retail and commercial activities and a greater housing choice and affordability.
