An application for a $13.8 million, 12-storey apartment block to be built opposite Hurstville railway station will go to the Georges River Local Planning Panel this week with a council recommendation it be refused.
The plans for the site on the corner of Butler Road and Ormonde Parade includes a ground floor retail tenancy and 11 storeys with 23 units, a communal rooftop open space and four levels of basement parking.
The site adjoins emergency services which include the police to the west in Ormonde Parade and fire brigade and ambulance to the south in Butler Road, and is 23-metres south of Hurstville railway station.
It is zoned B4 Mixed USe under the Kogarah Local Environmental Plan 2012.
The design has been amended twice and breaches the 39-metre height control by 3.87-metres or 9.9 per cent to accommodate a lift over-run and communal roof access.
The council report said the development application had failed to provide adequate vehicular access and car parking arrangements on the site.
The four levels of basement parking would be accessed via a single car lift at 1 Butler Road.
The council's traffic engineers raised issues with the queuing of vehicles waiting for the lift to take a single to the required basement level.
The report said a proposed single car lift and the lack of an onsite loading bay were inadequate and the proposal would require a significant redesign.
"The proposal is considered to result in adverse traffic impacts on the immediate surrounding road network," the report stated.
The lack of a loading bay on the site is considered to detract from the amenity of the future commercial/retail and residential occupants.
"Street parking is limited due to emergency response vehicles, accessible spaces, base bays and timed on street parking."
"Given the above considerations, the proposal is not supported in its current form and is recommended for refusal," the report said.
The application will be considered by the Georges River Local Planning Panel on Thursday.
