Construction of the 1.3 kilometre final section of shared pathway on the edge of Silver Beach at Kurnell is due to start in June following the finalisation of plans.
The Sutherland Shire Council project will provide the "missing link" of a path between Kamay Botany Bay National Park and Bonna Point.
The final section of the path for cyclists and pedestrians will be built on the beach side of Prince Charles Parade, between Balboa Street and Silver Beach Road.
Work costing up to $2 million is expected to be finished by January next year.
The project is among a program of infrastructure projects in the lead up to the 2020 First Encounters commemorative events.
Following community consultation, the council has reversed plans to make part of Prince Charles Parade one-way traffic.
Two-way traffic will continue, with parallel parking in bays on the beach side and no parking on the other side of the road.
