The developer of a proposed "new age boarding house" has outlined management policies in response to concerns raised by nearby residents about their prospective new neighbours.
A Sutherland Shire Council assessment has recommended approval of the two-storey project at the corner of Kingsway and Ventura Avenue, Miranda, between Sutherland Hospital and the Westfield complex.
The facility, which would stand opposite a new, eight-storey apartment block, would include 23 single and double rooms, including an on-site manager's unit, to accommodate 34 lodgers.
Sutherland Shire Local Planning Panel is due to consider the development application (DA) on May 7.
The assessment report said an amended plan of management, provided by the applicant, stated the occupants would be "of a lower income (but greater than welfare payment income) such as students, nurses, ambulance drivers and school teachers, who will be given the discretion to furnish their boarding suite".
The plan of management states screening of potential occupants will include police and working with children checks and references on prior rental history "to ensure that lodgers on the site are considered to be of good fit and to avoid potential issues with boarders".
Grounds for termination will include violence or threats of violence towards anyone living or working in or visiting the premises, wilfully causing damage to the premises or using the premises for an illegal purpose and continued and serious breach of the house rules, following a written warning.
The plan of management includes CCTV among strategies.
The applicant said in a revised DA the proposal had undergone significant revision in response to issues raised by the council.
"The fundamental changes to the scheme involve the provision of 12 parking spaces in the basement and the adoption of a more traditional two storey form with pitched roof to align with the existing and desired future character of the area," the DA said.
"The revised boarding house is to accommodate a total of 23 rooms/suites (inclusive of managers room), each with a full bathroom kitchenette and living area.
"[There will be] 11 single rooms and 11 double rooms..."
The DA said the boarding house would be close to Sutherland Hospital and within walking distance of Westfield Miranda, schools, child care centres and recreational opportunities.
"Boarding Houses' are permissible with consent within the R3- Medium Density Residential zone," the DA said.
"The development proposes to provide affordable rental housing, for tenants who are likely to be students, single retirees, working singles and young couples."
