A resident of the nearby St Patrick's Green retirement village heard of the accident on the radio and was on the scene soon after.
"The car was on top of the railing in the middle of the road," he said.
"It must have hit the back of a truck heading towards the city and swung around landing on the railing and taking out a traffic light.
"The driver appeared to be standing by the ambulance.
"The Fire Brigade arrived and tried to cut the car away from the railing with an angle grinder.
"Then a tow truck attached a chain and hauled it off the railing."
