A new Georges River Regional Aquatic Centre may not be built until 2025, according to a council report.
A timeline for the proposed $50 million project was presented to the council's assets and infrastructure committee meeting this week.
It included a timeline of steps needed including site investigations, feasibility studies, preparation of a business case and a final decision.
According to the timeline, the council would not endorse a final concept design and updated cost plan until June or July, 2021.
A development application would not be ready for consideration until November, 2022, construction would start in July, 2023 and be completed in July, 2025.
Carss Park residents are concerned that the report does not mention that the pool will be built at Carss Park.
"This is not only incredibly disappointing but leaves thousands of people who have rallied to have Carss Park Pool rebuilt feeling badly let down by the committee," Natalie Mort of the Rebuild Carss Park Pool Community Pool action group told the committee.
"We find it incredulous that despite the guaranteed Federal Government $5 million funding for the Carss Park rebuild, that the committee would seek alternative sites.
"Why is the committee so unwilling to formally acknowledge the existing Carss Park site as the place for a third aquatic centre?"
Residents are also concerned that the report's timeline mentions that the Draft Netstrata Jubilee Stadium Master Plan report will go to the council in February next year for approval to go on public exhibition.
"The inference is that it will incorporate an aquatic centre that is likely to be accepted," Ms Mort said.
Another Carss Park Pool supporter, Ilknur Bayari described the six-year timetable is a "slap in the face" of the community that has rallied to have the Carss Park Pool rebuilt since June 2018.
"The Council has received unprecedented feedback from the community. Was it not enough?" she said.
"All the Councillors' previous calls for the current site to be the priority and only site have been ignored.
"Regardless of all the unknowns, Georges River Council has already decided it will cost more than $50 million."
Olympian Michelle Ford, who trained at Carss Park Pool and is leading the fight to have it rebuilt said, "There is no apparent reason, nor technical report that proves that the pool cannot be rebuilt on the current site.
"Then why is this issue to rebuild the Carss Park pool dragging on? The promise from the PM's office of $5 million is only valid if the pool is rebuilt at the current site."
Kogarah MP Chris Minns has proposed a five-step plan to ensure that a pool is rebuilt at Carss Park as quickly as possible.
"If Council wishes to build an aquatic centre on the site, then they should stage the development so that a working and safe public pool is built first. That way people can get back to swimming as soon as possible," Mr Minns said
