Council crews were doing stabilisation work at the creek on Tuesday, July 15, when they found a ''suspicious substance'' floating on the surface.
Sutherland Shire mayor Stephen Simpson said council officers took samples which were being analysed.
''That will hopefully give us a better idea of where it may have come from,” Cr Simpson said.
“There are hefty fines applicable to anyone caught discharging materials other than stormwater into the stormwater system.''
Under the Protection of the Environment Operations Act, maximum penalties of up to $1 million for a corporation and up to $250,000 for an individual can be applied for polluting waters.
