The 18-year-old attended Cootamundra Police Station, accompanied by his mother, on Sunday at about 12.30pm.
Despite going to the station, he refused to be interviewed by police and refused to speak to officers.
The man was issued with a court attendance notice and will appear at Cootamundra Local Court on September 1 after he was charged with committing an act of cruelty upon an animal.
Police allege on Thursday evening he punched and stomped on the puppy several times, causing it to have convulsions.
