Falling branches

Last week we had five Ausgrid men sheltering in our front porch from the heavy rain.
They were putting the wires back to our neighbour's house — a branch from the tree outside their house came down on their roof and severed their electrical wires as well as putting a hole in their roof.
As soon as they contacted Ausgrid, they received a call from Sutherland Shire Council reassuring them that although the tree belongs to the council, the council is not responsible for the damage.
When a big tree branch, from the same tree, fell a couple of years ago, our neighbours tried to have the tree taken down as a danger, not just to their house, but also to the mothers who park here when collecting their children from a nearby school.
Our council, in its "wisdom" declared the tree healthy and sent a couple of tree trimmers to take a couple of branches off.
I wonder if someone has to get killed before they take this tree down.
