St George police said the man was driving a blue Mercedes at 3am when he hit a power pole before colliding with a Toyota RAV4.
The car then hit and burst a water main, drove through a construction site, and came to rest at the base of a cliff face.
No-one was injured in the crash.
He was arrested and taken to Kogarah police station where he returned a breath-test reading of 0.073.
Checks revealed his licence was also suspended.
He was charged with low range PCA and driving while suspended.
He will appear in Sutherland Court on September 17.
