A DEVELOPER will get a right of carriageway through the council-owned car park at Miyal Place, Engadine, so he can build 150 units.

The proposed developer, Regent Pacific Capital Holdings, wants a "right of carriageway" over the council-owned car park at 1-9 Miyal Place, Engadine, to access the development site at 1081-1091a Old Princes Highway.
RPC held talks with Coles Engadine, which is next to the car park, on September 3.
A development consent already exists for the Coles site, as the supermarket is contemplating a possible extension which would take up a portion of the car park.
The Coles expansion will not start until 2017 at the earliest and will include a reconfiguration of the car park to provide more parking.
The area of the proposed right of carriageway is already used informally to access other businesses and is located on the absolute perimeter of the car park.
Councillor Phil Blight described the idea as "second-rate" and said the council should look at all possible access points.
"This development has been increased from 120 units to 150 units. That is a lot of people and cars," he said. "We should look at all possible access to this site, whether it is Waratah Road or Boronia Avenue at the back of it, or Old Princes Highway."
Mayor Carmelo Pesce moved the recommendation to grant the right of carriageway and said it was "the best and safest outcome".
A development application is yet to be lodged and is subject to the council's decision on the right of carriageway. Cr Blight said the council was granting the right of way, regardless of whether the DA was lodged.
