The Sutherland Traffic and Traffic Safety Committee examined the proposal at its meeting on June 2 and deferred the matter for a month to allow discussion with leisure centre management about the exact needs of patrons.
Council staff recommended the four-hour limit apply between 7am and 6pm, seven days a week.
The time limit would also apply to leisure centre staff.
A report by council staff said the proposal would ensure the car park, which has more than 150 spaces, was always available for users of the leisure centre and adjacent recreational facilities.
In recent years rail commuters had increasingly monopolised parking spaces in the north-western corner of the car park directly adjacent to Rawson Avenue, it said.
The report said car park was operating near its maximum capacity during the mid to late afternoon period.
An investigating officer said, in the last three years, there had been a noticeable increase of all day parking.
”Recent observations have revealed that the three car parking aisles closest to Rawson Avenue are generally occupied from 7.30am to 5.30pm on weekdays, most likely by railway commuters,” the officer said.
The officer said all day staff parking was available in the unsealed car parks directly south of the main car park.
