Prosecutors want to keep one of WA's most dangerous sex offenders behind bars indefinitely, citing psychiatrists who say the 64-year-old has a psychopathic personality disorder and still poses an unacceptable risk to the community.
Garry Narkle has a 40 year criminal history with violent sex attacks against children, women and a man.
The Prisoners Review Board said earlier this year that Narkle's extensive record of serious violence and sexual offending suggested a high risk of reoffending but decided he could be monitored and supervised in the community subject to conditions including wearing a GPS tracking device.
On Thursday, the state urged Chief Justice Peter Quinlan to impose a continuing detention order, saying Narkle was a major risk of relapsing into alcohol and substance abuse if released.
The Supreme Court of WA heard his response to treatment programs had been limited and a reduction in sex drive expected of a man his age was not apparent.
Also, his only accommodation option was the home of a woman he met three weeks before he was jailed for offending in 2009, to whom he had not fully disclosed his criminal history and was considered at risk of becoming a victim herself.
Phone calls between the couple showed the relationship was marred by conflict and his verbal abuse of her.
In one conversation played in court, she became upset when he made an accusation she said wasn't true.
"You're a rotten man ... you don't even realise how nasty you are," she said.
He called her a dog in various calls.
There are also concerns that because of Narkle's notoriety, the property could be targeted by vigilantes.
Laws allowing dangerous sex offenders (DSOs) to be jailed indefinitely in WA were introduced in 2005, sparked in part by Narkle's repeat offending.
He was described by former attorney general Jim McGinty as a "serial sex monster".
DSOs detained under a continuing detention order have annual reviews for release.
