The potential redevelopment of Jubilee Stadium could include a hotel, serviced apartments and a conference centre, according to a report released by the Greater Sydney Commission.
These possibilities are outlined the the Kogarah Collaboration Area - Place Strategy endorsed by the Greater Sydney Commission on December 10 last year and presented to Georges River Council this month.
The Rebuild Carss Park Pool campaign spokesperson, Ilknur Bayari said the Strategy is the "missing piece of the jigsaw puzzle" that will retrofit the Jubilee Master Plan into the overarching Kogarah Collaboration Area Place Strategy.
Addressing last night's meeting of Georges River Council Ms Bayari said there had been an "unresolved triangular relationship between Carss Park Pool, Jubilee Park and the Kogarah Collaboration Area Place Strategy" which had now been made clearer.
Page 28 of the strategy states, "Georges River Council's Draft Jubilee Stadium Precinct Master Plan is at business stage. It recommends the redevelopment and enhancement of the site to expand fitness and wellness offerings. It also explores 24-hour child care and parking for key workers and visitors of the Collaboration Area."
Page 32 of the Strategy says, "The potential redevelopment of the Netstrata Jubilee Stadium provides opportunities for a hotel and/or serviced apartments for small conventions, elite training camps or intercity or interstate visitors to events at the stadium."
While the draft Jubilee Park Stadium Master Plan has yet to be released, details were included in Page 61 of the council's Draft Regional Site Suitability and Feasibility Study.
It listed future options for Jubilee Stadium as including a 5,000-seat grandstand and an aquatic centre which would be built in the "undercroft area" under the new grandstand and incorporate 50-metre and 25-metre pools, spas, saunas and a health and fitness centre and underground parking for 715 cars.
"We finally got a glimpse of what this Jubilee Masterplan is about," Ms Bayari told the council last night.
"This strategy has been developed without the input of the local community or councillors who are elected to represent the views of the community," she said.
"We can now see that the missing piece of the jigsaw puzzle was always the Jubilee Master Plan that was retrofitted into the overarching Kogarah Collaboration Area Place Strategy.
"The sheer scale of the proposal for a Jubilee Oval and Kogarah Park will be leaving the community in Kogarah very concerned.
"The sheer cost of the proposal will leave the community further scratching their heads about the Georges River Council's priorities.
"We want the elected representatives of the GRC to investigate the relationship between the GRC aquatic study, Jubilee Masterplan and the Collaboration Study and make an informed decision before endorsing the Collaboration Plan without studying the Jubilee Masterplan."
Elise Borg of the Rebuild Carss Park Pool campaign said the strategy has been developed without any input from councillors or any other community representatives.
Ms Borg said Page 30 of the Strategy said future upgrades of Jubilee Stadium could provide additional food and beverage options.
Page 39 says Wesley Hospital Kogarah is looking to expand which could include "co-location and integration on other sites in the area" including Netstrata Jubilee Stadium.
Page 64 calls for the development of a night-time economy strategy for the Collaboration Area including the investigating the potential of Jubilee Stadium for 24/7 facilities.
"We do not believe councillors should endorse this strategy as it has been developed without any community engagement or input," Ms Borg said.
"Just because bureaucrats at Greater Sydney Commission says they think something is a good idea, doesn't mean it's any anyway reflective of what the community wants," she said.
The council's community and culture commission decided to defer to a councillor workshop "the implementation and governance of the Kogarah Collaboration Area Place Strategy" and said that "the Greater Sydney Commission be thanked for its commitment to the future of Kogarah."
