Mayors and other councillors won't receive an increase in their fees this year.
The NSW Local Government Remuneration Tribunal has frozen fees at last year's levels "given the current economic and social circumstances".
Present fees at Sutherland Shire Council, classified large metropolitan, are $30,410 for councillors and $88,600 for the mayor.
At medium size Georges River and Bayside councils, councillors receive $25,790 and the mayor $68,530.
Several submissions made to the tribunal before the coronavirus pandemic took hold, including one from Local Government NSW which represents councils, argued for an increase of the maximum of 2.5 per cent allowed by the state government.
Other submissions sought more.
"Since receiving and considering those submissions there have been a number of factors which have influenced the tribunal's views in regard to the annual increase," the determination report said.
"These include the impact of the bushfires and the current COVID-19 pandemic on the state and federal economies and the wellbeing of our communities."
The report concluded: "Given the current economic and social circumstances, the tribunal has determined that there be no increase in the minimum and maximum fees applicable to each existing category".
While councillors may have missed out on an increase in their fees, they benefit from a 12 months' extension of their term of office due to the pandemic.
Council elections have been postponed until September 4, 2021.
The postponement won't change the future schedule of council elections, and the subsequent election will still proceed in September 2024.
Sutherland Shire Council will hold a new mayoral election in September this year when Cr Carmelo Pesce's two-year term ends.
Georges River and Bayside mayors Kevin Greene and Joe Awada, who were both elected in September 2019, will hold their positions for a further year.
