Drivers are ignoring No Right Turn signs, which were erected to improve traffic flow around two Caringbah schools.
Traffic congestion in Port Hacking Road outside Our Lady of Fatima Primary School and De La Salle College has always been heavy at drop-off and pick-up times, but became worse after the state government encouraged parents to drive children to and from school during the coronavirus pandemic.
Queues of north-bound vehicles in Port Hacking Road extended hundreds of metres at times.
Sutherland Shire Council responded by erecting two signs, designed to stop south-bound vehicles in Port Hacking Road turning right into the grounds of the two schools and Catholic church.
But, while the Leader was taking photos during the drop-off period on Tuesday morning, about six cars were observed flouting the rule.
A report by council staff to the traffic committee said an earlier voluntary traffic plan had also been ignored by some motorists.
"Council's public safety and lifeguards unit has an afternoon car line management plan with OLF Catholic primary school, which requires drivers not to turn right from Port Hacking Road to access the school during operation of the car line, but to continue and turn at the roundabout at Caringbah Road," the report said.
"However, observations in May and June show some drivers ignore it, leading to a queue backup.
"Morning drop-off also causes traffic build-up."
The report said a range of measures was introduced around a number of schools in May and June to deal with traffic congestion.
"Following observations at schools, and in consultation with school principals, further parking changes were expedited," the report said.
"Council officers monitored traffic congestion, queueing and delays during peak periods at schools in the week starting May 25.
"This included encouraging schools to stagger their starting and finishing times, where possible.
"Parking Officers have increased efforts at all schools and advisory signs have also been installed at some locations.
"In order to help mitigate the observed traffic conditions, further traffic and parking changes have been made".
The further changes were at Our Lady of Fatima Primary and De La Salle College, Caringbah, and Marton Public School, Engadine.
The changes at Marton Public School involved extending the "No Parking" during school hours zone and installing continuous yellow edge lines in the "No Stopping" zone at the pedestrian crossing in Kingswood Road.
