A new section of shared path to be built around Woolooware Bay behind the Sharks development and football stadium will have special safety features.
The cycle-pedestrian path will be monitored by CCTV, and a defibrillator will be installed in an easy-to-reach location in the adjacent Bay Central shopping centre.
Sutherland Shire Local Planning Panel imposed the conditions when giving final approval for foreshore landscaping works, a shared path and high-voltage transmission line maintenance pads.
A number of conditions recommended in the assessment report by Sutherland Shire Council were also attached to the approval.
A spokeswoman for Capital Bluestone, a division of Aoyuan International, which is developing Woolooware Bay Town Centre, said work was due to start at the end of this football season and be completed before the 2023 football season.
The proposed landscaped foreshore area will be privately owned and maintained, with an easement for public access in perpetuity granted over the shared cycleway / pedestrian path, which runs the full length of the site and foreshore.
A covenant will be required to be placed on the title of the affected lots to ensure the long-term maintenance of the foreshore area
Ausgrid requires vehicular access across the shared path in addition to several proposed crane pads for maintenance of the transmission lines and towers.
The panel said closed circuit television (CCTV) would increase pedestrian safety and security on the shared path.
Provision needs to be made so the CCTV system can be linked to any extension of the path to the east as well as the existing western section.
"The required infrastructure for the surveillance equipment will need to be constructed to enable the CCTV system to be able to zoom in and out on a person without losing focus," the panel said.
The panel said a defibrillator should be installed in an easily accessible and identifiable location within the adjacent retail centre to ensure a cyclist or pedestrian had access to emergency medical attention.
"A directive sign is required and must be installed within a clearly visible location from the shared cycleway / pedestrian path," the panel said.
